Short works wear quotation marks: poems, songs, stories, and articles. 'The Raven' is a poem; a whole book would be underlined or set in italics instead.

Fifth graders punctuate titles of short works with quotation marks placed exactly, L.5.2.d: poems, songs, stories, and articles inside real sentences.

6th grade
Sixth graders handle titles automatically, including titles with their own commas, and know the long-work rule (italics or underlining) that pairs with this one.

7th grade
A short work takes quotation marks around its title: a poem, a song, a short story, an article, a chapter, or one episode. A long work takes italics instead. Seventh graders write the quotation marks in and learn which kind of work each rule covers.
