How to teach this

Teach the wrap rule with hands: cup both hands around 'Texas' when it sits mid-sentence, one comma per hand. The forgotten second comma is this skill's entire error budget, so aim all attention there.

Watch for: The second comma is the one everyone forgets: city-comma-state ends the job only when the sentence ends. Mid-sentence, the state is wrapped in commas on both sides. Street addresses chain the same way: 12 Oak Street, Salem, Massachusetts. Each part of the address gets its comma.
